The bike is dirty and needs work. I'd try to buy it around $175. That said, the price isn't bad especially for the east coast. The frame is tange no. 2 which is very good tubing and the parts are very decent mid level components.

Does the bike fit? The paint job looks to be in good shape which is a plus. The bike will need new tires, new cables and housing, new brake pads (kool stop makes very good replacement pads), and quite likely a new chain.

Can you do your own work? An old bike like this could use an overhaul (new ball bearings and grease for the bottom bracket, hubs, and headset). None of this is hard if you are are mechanically inclined.

This is not a 1984 model, its'a 1986 model. The rear derailleur has been replaced. Tange #2 is used only in the main tubes. I agree with the $175 evaluation.

There is a Tange tubing sticker on the fork and I mistakenly thought this was a full Tange no. 2 frame set.

I guess the manufacturer used lower quality Tange tubing for the fork. Still this is a good quality frame.

Looks like it's got a good straight Tange 2 frame and a nice paint job. Probably needs a complete overhaul with new tubes, tires & chain. For me it would all come down to wheel condition. (Actually, from here it looks like the rims don't match). (But, I really can't tell). If the wheels are perfect then, $225 is reasonable. If not, offer less. That's a nice bike made by Kawamura that's built to last a lifetime. It's bulletproof.

^^^ Agree, check the wheels (they look like a match with reflection cutting the gold color making it look like mismatch) and go from there everything is negotiable.
It should clean up really well.
