Hate to say it, but this is probably true. The technology in e-bikes is rapidly evolving. A number of my friends who have e-bikes are on their second or even third unit, as the performance and range keep improving. These particular bikes were probably made to be charged in charging stations. Designing a charger for them might be costly. And then they will always look like rental bikes.

I get that, but we do have a second-world country with a high poverty rate but some level of technology and no liability issues right across our southern border.

They could easily donate them globally, Lime doesn't want the competition of having more ebikes out there. They are also making sure big cities stifle personal ownership of ebikes as much as possible and the corrupt politicians love to do so.

New Orleans paper had article on the e-bikes getting pulled for corona, and now that Lime has taken over they are going to junk the bikes and it seems like that's it for bike share in NO.

"Liability" may simply be an excuse for some paper pusher to rid themselves of dealing with the issue. As in:

Boss: Who wants to be on task to find a taker for these bikes? Jenkins, how about you?

Jenkins: What about liability?

Boss: Oh, yeah.

I've seen this kind of thing happen in a business setting.
