3 water bottle cages on small frame
How does one go about fitting 3 water bottle cages on a smaller frame bike? My wife has a 52cm randonnee, and I can't seem to fit two bottle cages on the downtube without them interfering with each other. The bottom one seems useless too because the bottle would hit the fender.
Any help? Pictures would be beneficial.

I don't have a frame that small, but my third cage is on the bottom of the down tube. Yes, the fender hits it, but the fender is plastic and it slides around it. That worried me at first, but it's no big deal now. If I use a smaller water bottle, it hits it less.
They also make cages that sit behind the saddle, cages that mount in front of the bars, cages that mount to the front fork, and you can mount cages to the racks sometimes. Or you can just put extra bottle(s) in your panniers or strapped to the rear rack.

There are several manufacturers of cages that mount on the back of saddle rails. Most hold two bottles. Cost is minimal.

It's the ones on the seat tube and the top of the down tube that are interfering. i will atke a look at some other mounting options perhaps. I just don't understand why they didn't move the mounts up the seat tube another inch or so...

Maybe they didn't realize there'd be interference and wanted the cage low enough to allow use of a longer bottle. Friends of mine have a tandem where there was the same kind of mistake in positioning one of the cages. They got little strips of aluminum that bolt to the original cage mounts and then the cage bolts to holes in the strips to move the cage up a little so it doesn't interfere with the one on the other tube.

Top Peak makes a cage to fit 1.5L bottles or smaller that I use in a tight area of our tandem frame. I have forgotten the model name. It might solve the problem for you.

I've seen a few touring setups with a bottle cage on the top tube. I think the viability of that depends on how close her knees naturally get to the top tube when she's pedaling. Obviously a narrow bottle would be ideal. One setup had a little strap that went around the top tube and the mouth of the bottle to help hold it in place.
It'd have to be rethought if she has a frame pump, but I think it would work well otherwise.

I have one mounted on the handlebars of my cruiser, no braze-ons, not much room, so that was the handies place. I've seen two or three different ways to work it. REI had a clamp that would do it. I used a homemade affair.

I ride a 48 cm Airborne Carpe Diem, and a 17" Trek 520. Three cages, located as others have noted -- seat tube, upper side of down tube, bottom side of down tube. Both bikes have slightly sloping top tubes. I can put a 32 oz Zefal Magnum bottle in the seat tube cage, and a 24 oz in the upper down tube cage. No problems pulling either out (although I have to pull them sideways just a bit.) The bottom down tube *is* more problematic -- I can only put a 20 oz bottle in that one, and I think that's regardless of whether I have fenders on or not.
I definitely have no extra room, though -- for instance, I can't wedge a frame pump under the top tube.
I guess if the placement of the cages is that weird on the Randonee -- clamps? (Over electrical tape or something to protect the paint.)

This attaches to the seat post under your saddle and holds two water bottles. Looks like it would be a good setup if you don't have anything else residing on that part of your bike. It might be preferential to having bottles there rather than down lower because you get easier access.
