Real Time: Any Shimano hydraulic is better than rim brakes...? (For Fathers' Day)

Title says it. I want to upgrade my dad's bike for a gift and I'm thinking of getting him the Shimano M395 hydraulics. Might go with the M446s but my wallet is tight. The bottom line is: I know the M395s are the lowest-end hydraulic brakes Shimano builds, but will they still perform better than rim brakes on a Specialized?

Quick response appreciated, I'm loading my Amazon shopping cart with other bike stuff for dad right now.

Depends on the rim brake.

Also, does said specialized have the tabs for disc brakes?

Said Specialized came with everything needed to install disc brakes (disc hubs, caliper mounts, the works) but no actual brakes. It's literally a plug-and-play deal. It currently has Tektro rim brakes.

Then in that case, the BR-M395's are nice and are a great bang for the buck.
