Getting yelled at in a TT
What's considered drafting in a TT? I passed someone who started 1 minute ahead of me in a hill TT. They then passed me 5 minutes later in the final turn with about 500m to go. I was about 3-4 bike lengths behind them and they turned around and yelled at me for drafting. They were in the flight ahead of me. It was the last leg of the TT and the wind switched to our backs so I was obviously going to speed up. I shouldn't slow down to let someone pass me right?

Not to pass but you need to move to the side once they are passed you vs directly behind.
I wouldn't let it bother you, if you weren't drafting him. He was probably ticked off that a lower Cat rider caught and passed him.

To be honest, if you caught your minute man and 5 minutes later he passed you, I'd be willing to bet he drafted off of you. Either that or he sucks at pacing.

He may have been worried that if you two came across the line single file and close that he'd be penalized to.

The rulebook says...
80 feet behind and 7 feet to the side.
The rider taking pace would get the penalty. It doesn't really matter which category either of you are in.
Passing must be done within 500m.
If you're attempting to pass but fail, you can try again, but you must drop back 80 feet before the next attempt.
Implied in the rule is that if you're passed, you must allow the other rider to gain 80 feet on you before attempting to pass.
That close to the finish line it would be up to the referees to determine if you were drafting, and you'd have a chance to appeal.
The guy who yelled at you had no real reason.
And you know how I hate it when people yell.

My rule of thumb is when passing, make sure there is absolutely no question that you are out of the draft.
That being said, driving home from the TT in a stage race this weekend, watched a P1/2 guy blantantly suck right up to his 30s carrot and get every last little bit of draft he could find.
The race officials cant be everywhere on a 10mile course....

The time trials I've done, there has been very little presence by the officials out on the course. So this becomes a matter mostly of self regulation.
If you're actually passing the other rider, and not hanging out behind them, no one is likely measuring whether you were exactly 7 feet to the side as you hit 80 feet behind them. Acting somewhat reasonably should take care of it.
