Standing start 250m times
I know this is highly subjective, even bordering on the unanswerable...
But what are decent times for the 250m from a standing start?
Just curious, I know the world record is in the 17's, but just wondering what is decent for an amateur?

"What's is decent?" depends on your gender, age, and region, unless you are talking about unqualified elite times that consider all genders and ages around the world.

Like @carleton said, it depends. But talking team sprint man 1 times, at masters level, I'd say 19-20s, but if we were talking elite, then you get down to 17s. But as always in competition, you only have to beat your opponent so anything goes. If you want to go for records, then that's a different story.

It also depends if you are talking a standing 250 as part of a kilo, or just a straight single lap, as your gear choice will be very different and shave a lot of time.
Part of a kilo, low 20s, high 19s are at the top. As a man1 in TS, they are more like 18s (talking elite and fast masters).

I have only been cycling for 3 months (UK-29), and was doing them for the first time last week (low 21s) and curiosity was getting the better of me. I certainly am not naive enough for a minute to believe that my twice a week 1 hour sessions at the track will ever be enough to trouble any records

The Standing Lap is a highly technical event that requires a fair amount of practice as well as raw strength and power training. You could possibly be in the 20-second range if you nailed your start. You could maybe be faster with different gearing. Then there is the matter of how well you held your line. Then skinsuit and aero helmet...and front wheel.
There are LOTS of areas for improvement even in such a short event.
