The components are a bit cheesy as I think it is mostly Shimano Altus or Alivio, but I think you were planning a full rebuild anyway, so existing components are moot.

If you want to pull the trigger now, go buy it. Otherwise a Trek 850, 930, 950, or 970 will come with more robust components and rims, but they are much harder to find.
I absolutely intend on swapping out the components. "Nuke proof" is what I want to hear! I'm already searching for a 7 speed deore XT or LX RD, though I have a STX RC one that I hear is nuke proof as well. I'm going to go check the bike out this evening. Not sure what FMV means but $140 works for me. I'll probably buy it. I'm pretty excited! Thanks for all your help!

Looks like there are at least eyelets on the rear to mount a rack.
It's a '95. I've seen other examples of it built up as a touring bike so it seems to be a good candidate!

Look who came home with me today!

1991 model. She fits like a glove, rides like a dream and is super light! She's not a show stopper and I payed a little too much for her but she's what I was looking for. Funny how this thread came full circle. What do you think guys?
