Max Tooth for Shimano 600 RD-6401?

Max Tooth for Shimano 600 RD-6401?
I know it's not super vintage, but I have a '92 Shimano RD-6401 on my road bike. It currently has a big ring of 25t and I read that Shimano lists the max as 28t. While the 25t was fine in the flats of N. Ohio, I feel like the 28t may be even a bit much (even with a 38t small ring up front) for the ridges and gullies around the SF Bay. Has anyone gotten away with larger than a 28t ring with a Shimano 600 RD (RD-6401).

It depends on the bike and how far you're willing to finagle the setup. With the right hanger, chain length, and B-tension adjustment it should reach a 30-tooth cog.

Am I being a baby? should a 38x28 gearing be fine for most hills?

I ride in Halifax, Nova Scotia, Canada. Pretty hilly. My road bike has 42x28 for it's lowest gear and I manage.

Being a baby, "managing," et cetera are all irrelevant. If you're a cyclist who does not wish to stress your knees unnecesarily, then get the lower gears. Knee injuries are a real risk, and are not to be played with. If somebody else does not feel the need to be easier on their knees, good luck to them. But your knees are YOUR knees, as will be the effort of healing any problems you may cause.

Death fork? Naaaah!!
I've run several Shimano road RDs with 30t clusters in back and had no problems.
38/28 is NOT 'weeine gearing' around here. My regular riders are set up as such or 40/30, also known as reverse Krag gearing.

I run 26/32 on my tourer as the lowest. Fully loaded on a steep hill its a very useful gear.
