It could be a repainted CCM Mistral which came in white but had chrome socks or it could be a re-sprayed CCM Tour Du Canada or it could be a custom bike decaled with the early 70s CCM head badge.

Looks like a Mistral. Thanks for the link! His paintings document a lot of interesting Canadian cycling history. A fine artist.
