You could go with one of the many custom frame builders in Colorado and get it painted nearby. Alchemy Bikes and their in house Ethic Paint Works are in Denver, CO so would be an ideal company to build a Denver Broncos bike and you would be buying a real bike and supporting a local business and potentially for you something hyper local!
If you are looking for a cheap option Wal-Mart is never a good bet (unless the bike is just to have DB logos on it) but if you go to your local shop they might be able to sell you a bike and strip it down for a paint or powder coater and might know some decal makers or you can find some on the internet. The problem with Wal-Mart is the quality of their products is as low as you can really go, the bikes are thrown together quickly with no care for you with the lowest quality parts. When they are sold they don't see a mechanic before the leave and probably didn't see one before it went on the floor and certainly not at the factory and getting a proper build on the bike can cost the same as the bike in some cases or very close to it and the parts don't change.

My older bike is a dark blue color with orange bar tape, cable housings, bottle cages, and saddlebag. People would often ask if I'm a Broncos fan.

Who knows...may not know anything about bikes and just saw one at Wally-Mart and said they have bikes. Not everyone knows and still if you want a true Denver bike why not a bike built and painted in Denver with Denver Broncos theming.
