What is noticeably out of round?

What is noticeably out of round?
I just removed and re-laced some old Mavic Ma2 rims to different hubs. The front laced up perfect but the rear has a couple of 1mm flat spots (I've ridden on these rims for 30 years). I went for a ride and could not feel any irregularity in the hub (I should add I ride mainly with 25c tires. So my question is, as long as 99% of the rim is round how bad do flat spots or hops have to be before you feel them?

Depends on a lot of factors, but if you are not feeling it and the spoke tension is good in those two areas I would not worry about it. The flat spots can usually be "convinced" out (I use a platic faced dead-blow hammer) if you really want to get rid of them.
