Early uniglide inner freehub separating from outer freehub

I have an early uniglide hub that is not fixed to the hub with a bolt and the race and hub engagement splines appear to move independently of the outer freehub holding the cogs. Is this fixable or normal? Sorry for the dirt - dont want to spend too much time cleaning something that may be binned. Is it the two prong threaded portion that needs to be tightened?

Ok, mystery solved

So the previous owner decided to glob very heavy grease into the freehub and pawls but then decided that replacing the top ball bearings wasnt necessary. So all that play was an empty cone and race.

Between that, pulleys with no teeth, a stuck crank, and maybe the tightest bottom bracket adjustment I've ever come across this bike has been a trove of joy over the past 12 hours.
