Tights with waterproof lower legs?

Tights with waterproof lower legs?
Do tights with waterproof lower leg exists?
Not interested in DWR or water "Resistant." The lower legs need to keep water out. Use case is 40°f to 60°f and rain.
Not really interested in pants but want something form fitting like tights. I've looked at Showers Pass and the Gore Bike Wear C3 Gore-Tex Active pants. I'm not opposed to a looser fitting product and the C3 pants look nice but I'd like to know if there tights are available first.
No doubt fenders will be suggested and I'm not opposed but they would have to be clip-on as my road bike doesn't have mounts. Right now my focus is on tights with waterproof lower legs.
Anyone use the Castelli Tempesta leg warmers?

Don't know of any half-waterproof/half-not tights; however, I used waterproof gaiters over tights on rainy days when I used to commute.

I was going to suggest waterproof gators as well. Seems like a pretty sensible solution, especially pair with waterproof shoe covers.

I wear a pair of Columbia "rain pants." They are like ski pants, not tights. I believe they are aimed at hunters. Anyway, they are waterproof and they double as "wind pants" if it's a cold day they insulate my lower core.
I got them on clearance sale, I don't know what they retail for.

While this doesn't directly answer your question, it might be relevant:
My experience is that my thighs get colder in the weather you've described than my calves. That experience includes the memorable first 60 miles of my first 300k brevet, with a hard, driving rain at 35-40 degrees before the rain stopped. I survived and thrived with wool socks wrapped in plastic grocery bags, polypro tights, and good clothing on my torso and head. My riding companion was better equipped with rainlegs. Ergo, I think you're barking up the wrong tree looking for waterproof lower legs -- the rain's going to hit your upper legs and run right down the inside of your tights.
But perhaps rain pants or gaiters will suffice for you.

@pdlamb and all, I appreciate the information and am ingesting it all.
I've ordered the Castelli Tempesta leg wamers which are waterproof below the knee. They are designed to work with Tempesta 3/4 Pants which are seam sealed and made from Torrent and eVent fabrics. I can return the warmers with zero shipping charges after trying them on or I can buy the pants if I don't think the warmers are enough. The pants are uber expensive though so the jury is still out and I'm still looking.
The Rainlegs are interesting and the idea isn't too far from the Castelli Tempesta pants.
The Columbia recommendation is appreciated and the Gore C3 cycling pants are similar. The high-vis bits are nice and will augment my Gore jacket. These are on my list if the Castelli gear doesn't work out.
I'll let you all know and appreciate any further thoughts more than you know.
