Seeking 2500+ ci Set of Collapsible Panniers for Multi-Purposes

I'm seeking a relatively large set of panniers that will perform 3 functions:

1) to hold/transport 150+ tennis balls, easily accessing them during training, hanging from a custom modified photo tripod stand , 2) to fold-up/collapse for quick jaunts to the local grocery store, being stuffed to the max for the return ride, 3) for use during multi-day touring/excursions.

Waterproof is nice, but not a necessity...

Don't know of 2500 ci foldable panniers but Arkel Dry-Lite panniers are waterproof, light (about 18 oz) and foldable. They are saddleback style so the two are attached and they are inexpensive (about $90.00). Unfortunately they are only 1708 ci but you could make up all or most of the difference with a large trunk bag.

Thanks. Unfortunately I can't use "saddle" type bags. I would like to take each pannier (hook-type) off the bike and hang them on a custom made photo tripod that has a cross bars resembling a horizontal rack tube.

I have the found this is the most efficient way to do my tennis gig via bike. The pic below is what I currently use when traveling by motor vehicle. It will NOT work on my bike...
