They do. I recall seeing a Datsun Prarie fitted out with one for doing television reception checks on behalf of the ACMA (might've been Spectrum Management or the ACA back then). The pneumatic mast was 30' fully erected and could be spun around in that state.

There is no way you'd just bolt that to the roof and expect it to stay there otherwise, the slightest breeze would just rip the bolt holes right out of the roof!
