Cannondale SN question

Maybe Dr Cannondale @rccardr will come out of his laboratory to answer this. I have a 1990 ST 400 and there is a similar one on the big auction site now listed as the same year. The auction lists the bike as 62 cm and shows the SN on the chainstay which starts with 62. However my ST 400 of the same year has a SN that starts with 23 as it is a 23" frame.
Question - So did Cannondale switch from inches to cm in their measurement in the same model year?

The bike being auctioned doesn't appear to be much larger than mine although Cannondales are hard to tell size based on the headtube sometimes. It has what appears to be a pump peg which mine does not so there is a little bigger gap between the top and down tubes.

According to the catalog (p.48), ST400 from 1990 was only offered in 19, 21, 23 & 25" sizes:

Around that time Cannondale changed their serial numbering system.
The first digit indicated dropout width.
6 = 126mm.
The next two digits on that ST frame will indicate frame size in inches.
