Very pretty. If you don't like tubulars, the price is very high since you are essentially buying a bike without wheels (but with a pair of hubs thrown in if you like to build wheels). I'd pass on this and find a bike with clinchers.

You'd spend $100-$150 for a new pair of tubular tires installed. Having a LBS rebuild wheels run probably $100 +/- just for labor, plus rims, spokes, nipples, tires, rim strips, and tubes, close to $250-$300. If the seller would take $400, than you buy a new wheelset or have the Dura Ace hubs rebuilt.

But if you do like tubulars, in NYC, it seems a decent price. In 60 cm, I imagine the selection is a bit thin.
Inexpensive tubulars can be bought for $40 each (Vittoria Rally) and nicer tubulars can be found on sale for $70 each if you look around. You'll want three - two for the bike, one as a spare. Then $5 for glue and about two hours of work the first time to mount (much shorter the next time).

Be sure to check the stem - if it is a Modolo SSC stem, early ones were recalled due to some suddenly breaking in half.
