I'm not sure what point you are trying to make but the body stores fat which is the perfect fuel for the body for times when no normal food is available. When the body is powered by its own stored fat not only is it the perfect fuel but your body is also not having to process food in the stomach. It's like running an engine on high octane fuel rather than low octane fuel plus making the vehicle considerably lighter with it.
High concentrations of sugar in natural food is rare and when the body encounters a source of such food like a fruit tree where the fruit may soon drop and spoil animals naturally go into a binge mentality to consume as much as possible for the short window when it is available to eat. Unfortunately that sugar binging is operating pretty much all the time with our modern diet.

People can build some muscle in a calorie deficit, it's slow and not optimal, but it happens. But that muscle is physical stuff, it has to come from somewhere, your body can't just will new matter into existence. And no, you can't make muscle from fat and water. You have to have protein, and plenty of it, to make muscle. If you want to make muscle, you cut the fat down and emphasize protein and carbohydrates. A bodybuilder friend of mine cuts using egg whites and ketchup to lose fat without losing (much) muscle. Yummm. And then works out for a couple hours a day. Cutting fat and carbs is good for that, but you need carbs to build muscle, simply because you can't work your muscles hard enough to change anything much without carbs.
I had a pretty high carb dinner tonight after a couple hard workouts and before going snowshoeing tomorrow: a vegetarian casserole with potatoes, green beans, tomato, and other yummies with a homemade herbed focaccio. Glass of whey protein after the workout and before bed. I don't have a sweet tooth. We don't buy snack food or anything like that. We have ice cream in the freezer for treats, but a quart lasts us a couple months.

The single best thing you can do for you health is to take whatever you're eating per day and divide it by two. That's all you need and you won't die. As to the scales, pick one, and always weigh yourself at the same time.
Do that for 6 weeks and your health will improve significantly. Get some Blackseed oil and that should help BP get to a decent level. For the next 30 days just focus all of your attention on diet. That's your Achilles heal, and nothing you do before addressing that will matter. Its all about diet!
I'd lose the Bourbon, but you can give yourself 1 treat 1 day/wk. If you need to maintain your sanity. Your choice.

Also, it's really hard to build muscle. It takes a lot of time and effort, and nutrition for building muscle. You don't do some exercise and then have a bunch. People like to assume if they aren't losing weight it's because they've gained enough muscle to offset the fat they should have lost, but that's pretty much never the case, that it just happened by accident without there person realizing it. A man in his early twenties at peak testosterone can put on ~2.5 pounds a month of muscle if he lists heavy at his limit three times a week, eats lots of protein and carbohydrates, a calorie surplus, and he gets lots of rest. People on diets can build muscle, but much more slowly, and with a lot of deliberate work. Not just by changing their diets and walking more.
