American Classic Dealers
I'd like to go check out a set of Hurricanes but there isn't a dealer within 100 miles that has any. What the heck is a person to do, buy online and hope they are ok?

The manufacturer will sell to any legit Dealer , figure out what you want,
then have the LBS call them up. ist order will perhaps be COD, or 30 day net.

Well the first question was about a component, which the manufacturer should sell to any dealer. Now you are asking about a brand of bike and that is different. Most bike manufacturers will sell only to an authorized dealer.

So when I buy a new bike and they don't carry them they can still order them for me?
but don't want the wheels the Manufacturer packages
with the bike?,
and wish for a 'take off' trade in credit, and to special order a set of wheels
built up by the American Classic Company ?
If it were My shop, I don't see where that will be a problem... it'll cost Ya ..
[No, IDK how Much]
Ditto Rolf, another high end low spoke count wheel manufacturing company.
(I'd hang the stock wheels on a peg in the garage, and have a backup
for when I crashed and broke my #1 wheel set)

(reading between the lines and guessing,) you mean you, generally, like the bike ,
but don't want the wheels the Manufacturer packages
with the bike?,

built up by the American Classic Company ?
