Save the Frame or the Seatpost
I need the seatpost to complete a gruppo I wish to sell.
I need another restoration like a hole in in the head. Nervex lugs, Campagnolo dropouts, 531 tubing, couple of top tube dings, no deep rust.

If you have the cradles for the post you can likely sell them for enough to buy another seatpost.
However what is the quality of the frame? Nice DB Chromo? Or something like Tretubi ChroMo and mystery metal?

Be careful with any long lever. The frame was never meant to withstand side to side twisting. I have bent a frame doing it.

I would say frame. That post is probably corroded.

Have you tried all of the tricks like turning the frame upside down and pouring ammonia into the seat tube through the BB? Some people swear by Kroil or other penetrating oils.
One suggestion, gently spread the ears a little (where the seatpost bolt goes through the seat lug). It probably wont help releasing the stuck seatpost but once you get it a little loose you can get it out easier.
BTW, That's a great tool @squirtdad built....
A few years back I bought a Centurion IRONMAN Tri bike without wheels and seat. I got it dirt cheap to build a wet weather beater. The seatpost was stuck in the seat tube. The previous owner rode it in triathlons after coming out of the ocean plus the seatpost was fluted (stupid idea for this kind of bike) so salt water got into the seat tube!
I cut off the seatpost and carefully cut a slot into the stub using a folding brush cutter and a jab saw . Even after I cut through it I had to crush the seatpost in a vise to collapse it enough to remove it! Two hours work!
Afterwards I honed the inside of the seat tube, applied lots of water resistant grease to the inside and put in another well greased seatpost.

Why couldn't FOOLS put a little grease inside the seat tube during assembly (actually a lot of grease)!

Take out the BB, turn the frame upside down and pour ammonia into the seat tube, this only works on corrosion between aluminum and steel. But it works GOOD.
Save the frame, posts are a dime a dozen compared to that frame.

DO NOT use great force to remove the seat post. You just might damage the frame dramatically. In my case, both seat stays broke loose from the seat tube lug. Rather, if you want to trade the frame for the correct post, I just might be able to help. Send me a PM if you are at all interested. And...
If I were to vote, it would be to save the frame set. This, to me, is a no brainer, and no offense intended with that comment. Just try to find another seat post = no problem. Find a similar frame = bonne chance! And, for all you know, the seized portion of the post might well be oxidized ugly.

I'm away for the weekend but have filled the down tube with ammonia and will see what happens on Monday.
I'll try clamping the post in the vice and torquing with the frame.

Fortunately when a stuck seat Post was in so solidly the Brazing holding the seat stays Broke , before the Post would budge.
a friend .. had the brazing torch to heat the steel to get the aluminum post out, then re braze the seat stay tips to the seat Lug.
The value of that seatpost has plummeted ..
Now Everyone.. Let this be a Warning to You,_ take out your seat posts, add A little Grease in your seat tubes and put the Post back in again .
