Univega? Doesn't "L" denote an '85 or '86? I think I had a Viva Touring with an "L" serial.

From T-Mar's database, it's an '83 made by Miyata:
MIYATA (Japan):
1972-1984: Yxxxxxx, where A = 1972, B= 1973,....M= 1984.
1985-1989: YFxxxxx, where N=1985, O = 1986,...S=1990.
Format change occurred in late 1984, during model year change. Easily confused with Bridgestone.
