Is this possible at this price?
I can’t find any info on this model online.
I’d appreciate any advice in regard to value and what size you think it may be. I’m looking for a 54cm but it looks more like a 56cm to me.

Can't find much when I looked it up but I think you have it misnamed? Seems like it was from a small builder named Chris Chance, who started Fat City bikes.

A Chris Chance bicycle is worth $460 unless it is completely destroyed (rust, dents etc)

Chris Chance road bike = early progenitor of Indy Fab road bikes. I have three IF's, and they're all superb. $460 could be a steal if that's what you're looking for.
