Bike for small person

Looking for a bike for a small woman. She's five feet tall, not very long arms. She wants an upright bike, 3 or 5 speeds. It should be decent quality and not too heavy as she lives in a third floor walk up in NYC. Thanks for any suggestions.

Folding bike might be the thing. Brompton and Bike Friday come to mind. They don't have to be folded every time you ride them, to be useful.
