Bike Shorts .. if the Lycra seems too 'package' revealing, pull a pair of cargo shorts over them ..

I have been using the two linked below. Have been happy with both of them. Warning, they run small, so at least one size up than what you typically would use. I buy two sizes up.

If you are talking long pants, rather than shorts, I have a suggestion. My wife is extremely sun-sensitive so she rides with arm covers and leg covers-- along with her regular cycling jersey and shorts. Unlike Arm warmers and leg warmers, the covers are made for UV sun protection in hot weather.

She's tried a few brands but the ones she likes best are be Specialized:

Arm Covers:
Specialized Bicycle Components

Leg Covers:

White cycling shorts/bibs should be the coolest, both literally and figuratively:

Biking shorts are pretty cool in hot weather.

If you don't want biking shorts/bibs, then.

Are you talking about actual pants?
What kind of bike do you ride?
What kind of riding do you do? MUP/MUT's; Road, MTB trails, Beach, etc.
How fast do you normally ride?
Where do you live? Hot and Humid? Hot and Dry?

Hot weather pants? I call them shorts. Mt bike shorts tend to be loose fitting and breezy.

Many of us wear shorts ... like these ...

Bike Shorts | Cycling Shorts by great brands! | Bike Nashbar

Liners are worn under regular every-day shorts or capris or whatever.

Short are worn on their own with no underwear.

Bibs are also worn on their own with no underwear, but you probably don't need bibs for what you're doing.

White shorts are an incredibly poor choice.

One convenience store clerk sued her employer for sexual harassment after she was exposed to a cyclist entering the store wearing white cycling shorts. Too revealing, particularly when wet.AC

Mtb shorts are basically a loose short with a regular cycling short as an inner liner. Or wear cycling shorts under your regular pants. +1 no underwear.

If you don't want to go with the skintight shorts as outerwear, I'd go with a liner/cycling shorts under lightweight hiking shorts/pants, which I've found at places like Gander Mtn. or Dick's Sporting Goods. Columbia makes hiking clothing that's lightweight and generally fits well enough that they don't flap about too much. (they even make 'em with legs that you can unzip into shorts!)

Ride a bent. That way you dont have to buy expensive spandex short with a dead goat skin in the bottom to protect you from your bike.
