Leader 721 tire sizes

Hey guys, looked around and didn't find the specific answer. My friend has this bike and is looking to get a bit wider tires on it. I think the ones he has are 23's, any possibility of a bigger size? Thanks.

usually you can tell if the bike can accept bigger tires by looking at it.
Is there space in between the tires and the frame?

I looked around the internet and the most i could find was a few people mentioning it taking 23 max, but that wasnt official stats and ive never owned a leader. But also being a "Track frame" typically manufactures wont really beef up the Tire clearance.

Depending on brand of tire and chain length you can fit a 28.
I ride 25c most of the time on my 721
