Throwing water on cyclists

Is it normal for spectators to throw water on professional cyclists? During the final climb in today's Tour de France, I was shocked to see someone throwing a huge splash of water in Alaphillipe's face. Is this OK? Do the riders appreciate it on a long climb?

I put the video of it up on Youtube but unfortunately don't have enough posts to put a URL in. But if you do a Youtube search for "Spectators throws water on Alaphilippe in Tour de France" I imagine it'll come up.

Yes.

Good fans offer said shower and the rider opts to ride under or not. Throwing water in someone's face on a climb that was unasked for is poor form.

There's a heatwave across parts of Europe and the spectator probably thought he/she was being helpful. It's more normal to hold out a bottle of water for a rider to take if he wants and pour over neck but never drink.

Unfortunately, it is sometimes also "normal" for them to throw urine at some nationalities / protagonists on the Alpe d'Huez.

I think I saw that aggressive super soaker, or one like it. It was offsides like @nomadmax said. Later, there were a couple of fans giving him such a boost that I was surprised he stayed upright. Roglic got penalized for a hair more. Juju was safe here, though.
