Thread title is the whole question. Rest of drivetrain is 9sp: shifters, cassette, etc.

Tiagra road 4700 10 speed would not work with 9 speed since it uses the same cable pull ratio as 11 speed road.
From what I've seen on the threads, the other road 10 speeds, like 105 series, could work with road 9 speed, but someone else should be able to tell you. You can also find the answer if you do a quick Google search.

Yes, all Shimano 10-speed road rear derailleurs, with the exception of the Tiagra 4700 10-speed noted above, will work with 9-speed (or 8 or 7-speed too) drivetrains. Shimano 10-speed MTB rear derailleurs will not work.
