8 year old better driver than many adults?
Seems I might want this kid driving near me when cycling than I would many adults. And the kid only learned how to drive from You-Tube. So if a new driver 8 yo kid can obey the traffic laws, why can't adults?

I'll bet his parents learn to lock the car better and ground him

I was only 2 years old when I snuck out the house and walked to the high school my dad was teaching English. His students lifted me through the window and I hid in the back of the class.
I must not have gotten grounded, because a short time after, I again snuck out, this time heading to the local drug/ice cream/soda store.
No YouTube then for me to learn how to drive.

When I was 3-4 years old, I lived in a small town, the kind with a 2-block long downtown area and one stop light at the main intersection. I regularly took myself a few blocks to the downtown, to wander the stores. My mother dreaded getting a call from the local merchants that "he's down here again."

How do they know he didn't break any traffic laws?
Not hitting anything or being in a crash does not necessarily mean he obeyed all of the rules.

This happened in my hometown and has caused quite a stir. It's a small town so there aren't a lot of stop lights, signs, etc. for him to break too many traffic laws (other than the ones about being licensed and of licensing age, etc.). The good thing is that he, his sister and everyone else he drove around ended up being ok. No other drivers or pedestrians noticed that a child was driving and it wasn't until they got to the drive-thru that someone did notice. What could have ended up as a tragedy ended up okay. I bet that boy's butt was sore after that.

I was also thinking. First the mayor, then the county executive should do a traffic video each. Showing how people drive. Then they include the comments of the patrolman, and all those who witnessed. Lastly, The patrolman saying what he could have been cited and/or charged the boy with. Then saying that is what people would be cited and/or charged with, if they don't drive like that kid.
