What size panniers

Hi all,

I'm cycling round Europe for 2 months, not camping and am wondering what size panniers I'll need. I have to buy the bike and all accessories all in one go and don't have time to work out what exactly I'm taking yet as I'm not going until next year but getting the bike next week.
Do you think around 36lts would be right?

or smaller. But it's all academic until you determine what you're carrying. Starting with two panniers you can carry a front bag and rack bag, that should give you enough room for a pretty big wardrobe.
