Another test is that on a loaded bike the top spokes should still be under tension. Pluck with your hands to test.
Strength also depends on spoke number guage and wheel build quality.
I have 36 on my Mezzo rear wheel, but you load a Mezzo on the back rack and it's a fast bike with narrow tyres on.
Over engineered has proved reliable.

George if you intend loading that much then it will be essential to use high spoke tension. Ultimately bottom spokes must never lose tension under load or they will break in short time. Also, you should replace all spokes not just the missing ones. All spokes are compromised on your wheel and will unlikely bear that load without lots more breaking.

And I have strugggled for many hours to true the wheel afterwards, as good as I could. So now I will first try and see what will happen. Worst case scenario is, that I must buy a new set of spokes and build the wheel with it. It's a gamble. You have warned me.

I have now 3 mm hop (radial), and 1 mm wobble (lateral). That is about the best I can do, I guess, since my time is limited. And the V-brake is not touched by the wobble.

1mm lateral is very good, congrats! Do you feel a slight pulsing on the hop? Some folks are more sensitive to wheel hop than others. It might not be worth tweaking if it doesn't bother you much when riding.
