wide rims, skinny tires, quick questions

i'm about to buy a set of rims for an interesting build i've got going. rims are salsa delgado cross. rim width is 22.5mm, they are box section rims. can i safely run a 23c tire on these?

Well, I've never run these rims and I'm sure that someone who has will chime in, however.... I don't think you should have too many issues running a 23, a true 23mm tire on them. Years ago, I used to run 22mm sew-ups on 22mm rims and never had any issue ever. A little bit of an apple to your orange, but not that much different.

on reconsideration, i think i should be fine, the current crop of HED rims appear to be 23mm wide, and they are commonly run with 23c tires. good to go right?

Yes, it'll fit. Supposedly, the wheel will also be more aero.
