Bike-E Fork Swap

I'm helping a friend convert his Bike-E recumbent from 16" front and 20" (406mm) rear wheels to 20' (451mm) wheels at both ends. The rear swap was pretty straightforward but the front is presenting more of a problem.

Specifically, the 451 fork that we have has a 1" threaded steerer, but the Bike-E fork, whose legs are 'way too short, has a 1 1/4" threadless steerer that's 9" long. So we need either a 451 fork with the 1 1/4" x 9" threadless steerer or a way to adapt the 1" threaded steerer to the Bike-E head tube.

Can anyone suggest a source for the fork we need, or a way to adapt the fork we have on hand?
