Those are some interesting details. Thanks. Interesting that you noticed the fork. I've always thought the fork on this bike was particularly graceful. Slightly larger radius bend I suppose? I got this in IIRC December 1979, slightly used obviously. It had Martano black rims, and I think they were original. First bike I ever saw with black rims. I couldn't afford it. The guy I bought it from needed the money so slapped some silver Nisi rims on it and knocked the price down to something I could handle - barely.
Crank it down and done. very cool I thought. Brian Baylis mentioned that Falerio would crank in a bit more rake at the end at or near the crown, cannot vouch for that, but it seems plausible. I saw this procedure after Falerio went home.
The Lippy and Eisentraut frames did not have access to this tooling. Cannot say how they did it, but the Lippy frames do have a similar look.

I have a bike just about your size, also purchased in Portland, but waiting for me with one of the bike forum members to go retrieve it. But, substantially more battered than yours,. probably requiring a full restoration.
If you catch the TRAIN, then it goes on a hook in the baggage car, and not laying down.

I’ve got a bad left knee however and had to flip the hub soon into riding. Glad I can say I’ve finally tried it, but it’s certainly not for me,

That would have been a painful ride with temps as low as they were, and wind as high as it was. Not to mention one gear 😂 ...and I’m pretty convinced I’m going to rebuild the fram around a Record Strada double I have sitting around. Full Campy group.

I think the Nuovo Record era of parts are very beautiful, but I'm not sure I'd go that far back with your bike.

I know the trip between Eugene and Portland well. It would be a long ride going fixed/single speed, although once one gets out of Portland, then a few hills around Salem, and the rest of the ride is quite flat.
Temperature depends on the trip. I did a spring trip this year where I hit freezing weather and some sleet, but had a strong south wind (blowing me northward). It was a little surreal, like riding in a bubble, and no relative wind made it the perfect temperature. I would have been hurting if the wind had been the other direction.

I have 2 black bikes, 1 here in Cambodia and 1 in the States. In Cambodia is a Bridgestone Prestino built for the Japanese market originally with a 5 or 8 speed IGH with a belt drive, now with 28 1 1/2 x 1 5/8 Schwalbe cruiser wheels and tires running a SRAM Automatix coaster brake hub

Here is my 91 Pogliaghi, made by Basso. Its in VGC, nearly mint really, and the paint is laid on beautifully and the decals are very nice quality as well. It should be a stunner when it's complete. I've never had a bike made with this Basso Tube Concept, but it does seem very light. Right now I'm still hunting components and parts and I am in no hurry, as I rarely ride in NYC winters, but I'll have this one ready to ride by spring for sure. This is likely my last build, so I am going all-out.

The lights are halogen Schmidt E-6 primary & E6-Z With shortcircuit switch for use in a switchable 12 v setup. 12v mode gives more light from 16 km/h onwards, but is best switched off at below 12 km/h.
The hub is a Schmidt hub dynamo classic.

It always feels warmer when that happens.
Are you thinking about a period correct bike or a retro mod?
If you are going modern, I'd start looking for a 10 speed alloy Chorus groupset.
Great performance and it would sweet on that nice frameset.
I've got two or three 10 speed Record/Mavic wheelset combos hanging on hooks here, if that helps.
I have a nos Chorus groupset for a rainy day, but that's mostly going on the "new to me" Weigle project.
