You'll have to find someone willing to do it, but figure $300 U.S. plus a paint job.

It depends on the details. Like whether the seat stays will need replacing too. If you give us more info we can have more informed opinion. Bike brand and model, chainstay length, current stay/dropout finish (chrome?) what verticals to what horizontals, any other stuff like eyelets/chain pegs/cable stops involved, what after work finish is expected, what's the current and the intended axle/dropout widths, what rear hub/cog(s) will be used.
I've started to scan my files of old bike info and ran across this price sheet from Ted Wojek, likely from 1990 It lists a single drop out at $75 with no paint. This assumes same for same with no alterations due to a different type of drop out. Double this for two drop outs and add 30 years of inflation to guess what a pro might charge today, again like for like. Having done a few of these jobs it's not as simple to do well as it's easy to write about Andy

There are still people giving their time away, so $75x2 plus inflation is probably more than you will have to spend.
Franklin frames lists $105 for a dropout replacement. But they charge extra for an alignment, which is necessary.

Depends on where you are.
In third world countries people can afford: dropout changes, adding disc mounts, frame cutting, even redesigning into mini velo etc.
In first world countries, at least where i am, getting a used frame is cheaper than any one of those jobs.
