Appears to be a gloss black finish...if so, find a good pinstriper at a car or bike show and have him do a touch up with ONE SHOT striping paint. Sharpees are not good for touch-up except on anodized parts...and then it's a temporary thing. Good auto body guy might camo the dent prior to paint with some steel epoxy putty too. One Shot is the way to go if it's gloss.

I'm curious as to what scratched the top tube. Did it fall against a curb or pavement edge or something? Projections on the bike (bars, skewer ends, pedals, saddle...) all hit and will prevent the frame from touching on a relatively a flat surface. I haven't yet dinged in a frame in my many crashes over the years.

That stinks. I completely understand our need to keep our frames looking nice. With that being said, just put some duct tape over it and you will be fine. It works for everything else, why not your bike too. It is just a new way to customize the bike.

I wouldn't worry about it unless it starts getting bigger or something like that.

I've had a frame actually break while riding it - an old steel schwinn in high school, the bottom brack eventually rusts out and comes apart. Other than making a terrifying sound while riding, it didn't suddenly fall apart under me, I didn't crash, etc, I got off and walked for a ways, but then got bored and road it carefully the rest of the way home.

A crack in the front wheel or front fork is something to be very concerned about. But your frame has 3 tubes that all come together - it could completely shear off and you might crash or you might be fine. And that's way over the top compared to what actually happened to your bike, which is just a dent.

Yeah, that looks like a serious impact on the frame. Your future safety may be compromised.
Tell you what, send it to me so I can put about 2,500 - 3,000 miles on it to make sure the structural integrity of the weld and torsional tensile stress areas have not been compromised.
