Watch Craigslist, Thrift Stores, whatnot. They pop up from time to time.
Most in the < $300 range will need a new battery, and perhaps other work.
So, then the question might be whether you can buy a battery for < $300. Maybe. Direct import off of Alibaba, or a used battery.
You may also be able to do your own conversion using kits off of E-Bay, Amazon, or AliExpress.
Still, getting a good battery could be expensive.

I honestly doubt you could even get a quality battery for that price. But the least expensive way to go is to add a motor/battery to your own bike.

No but you can build a decent setup for under $500 with an existing bike. I recently did so using a kit off of Amazon. I also had to buy a spot welder to make the packs with reclaimed batteries to keep costs lower. I do not get the best performance possible obviously, with the 10s5p packs that I built I can zip all over town at 20mph+ and I have a range of around 35 miles. I have seen ebikes like the 26" folding Ancheer on ebay for $503. It's the kind of bike they ride in China. Probably OK for 15 mph and 20-25 miles. They have bike mechanics on every block in China too.
It would be hard for me to convert a bike for less. I would need a free bicycle. Motor is $200, and a decent battery starts around $300. I've converted a few bikes though, and that's what it costs.

How about cruising your neighborhood the night before garbage day and finding an old washing machine and garbage diving near Best Buy or other store to get batteries from old laptops?
This guy build an electric bike for a whopping $3 (plus bike of course).

My least expensive 1000w kit with 52V battery and charger was about $530 plus bike (which I already had). If you have a bike, an ebikeling kit from Amazon ($175) or equivalent and tool battery packs (you'll need to research) might get you close. Otherwise, used, but **********???.

I like the idea with the washing machine motor, just wondering how I get a 220V motor running on 36V
I also build a few e-bikes myself and even in Thailand where the prices are cheaper than in the USA or Europe, it still comes to around 500 USD for a cheap e-bike from China.
