As for the decals there s a good chance that when the bike was repainted likely some time in the 80's it was miss identified as Puegot and painted as such. This actually happened a lot with older European and French bikes. I would agree that the French parts and vibe along with frame details would tend to indicate one of the lesser known Beligium makers. It does look to be a very nice frame set that should build up in to a good rider.

Reason I keep digging after 4 month is that the sticker is original (Vanderdonckt, rue Sangro ,Hellemers) and the shop is still open for business at the same address. Family run business I presume but guess what? Peugeot is one of the brands for sale, they sell motorkibes now tho.
Coincidentally Vanderdonckt was also a professional cyclists from the town. So fed up with the detective work that I am probably better off giving them a call.

As for the hanger the easiest and fairly good work around would be to just cut it of and carefully thin the dropout a bit with a grind off and use Suntour claw hanger which should work good with most DR's and is pretty easy to get.
