What are these hooks on new pannier bags?

Hi.

I bought some new pannier bags and I have not come across these hooks before. Do they hook around the pannier rack?

To keep the bags from bouncing off on rough roads you need something pulling up on the bottom of the rack,
a hook of some sort would do that..

my guess , needs some parts you are missing.. often used, elastic cord mounts are convenient ,

But they will bounce off, unless some inelastic backup is created....

Yes pannier hold downs. I never saw two though. Looks like they are on elastic. Use the one the stretches to a solid part of the bike or rack (prefrebly the rack) and provives a good amount of tension. Maybe use both?

Cool.

One pair of bags came with 4 (2 per bag) and another pair of bags came with two only (2 on one bag and 0 on the other). Yes they are elastic.

I've tried using them on the rear pannier rack and they don't seems to do much. The front low rider racks they do not work at all so I have took them off.

They seems dangerous TBH, If one bounced off during a ride and fell into the spokes you would be in serious trouble.

Yu can of course create an alternate mounting scheme with your own effort..

round elastic from bungee cords can be used, I got the stretch cord by the foot from REI..

webbing buckles , all sorts of materials to work with,,, Seattle Fabrics another source of materials...

Remove the hooks and inadequate elastic webbing, and replace with 1/4" or 5/16 " marine grade shock chord. A good nylon hook will also help. This outfit has all the materials you will need: https://www.therainshed.com/shop/Fabrics.htm
