Its Raining Nashbars': Any idea who made this frame!

I had posted awhile back about a Nashbar road bike I picked up. Bikedued had noticed that it bore a strong resemblance to a Schwinn Circuit of the same era. Here is a pic of that bike.

A forum member contacted me about Nashbar touring frame he had and a trade was made. (Thanks phillyrider). Below are pics and again I am wondering who the maker might be. The frame is light and well made. It has 3 sets of bottle mounts, chain hanger, pump peg, rear rack mounts, fender mounts and chromed Shimano drop outs. The fork crown is internally lugged and the frame sports a Tange 2 sticker. Anyone recognize anything that would help id the builder?

It has single eyelets for fenders and no lowrider mounts. Kind of a funny arrangement of features for a touring bike... Also, those appear to be Suntour dropouts.

Quite a few Japanese touring bikes in the late '70s and early '80s had Tange Champion #2. I have one, and I'm on the lookout for another!

The touring frame looks to be a 25", while the other bike has a 23" frame.
