putting on brake lever
when putting on a brake lever, do you have to take off the handlebar tape so the lever can slide on or do you open it up and slide in on the handlebar?

If you wrap from the ends inward, as I now do after years of center-out wrapping, you may be able to disassemble the clamp, set it into position, and reassemble in-situ. Otherwise, you will probably need to unwrap all the way so that you can slide the lever-and-clamp assembly over the handlebar end.
