Suspension Sag out of wack

Suspension Sag out of wack
Hello everyone,
I need some help because I'm at a loss. I had my rear shock (Rockshox Sidluxe Ultimate) fully rebuilt by S4 in Quebec. Disassembled, all new seals, oil, damper body replaced. $400 service. When I got it back I pumped it up to the recommended PSI and noticed the sag is 50%>. I kept pumping to 300 psi and it's only 35%. Max pressure for this shock is 325 PSI. Also, the lockout doesn't feel stiff or lockout. I get 20% sag when locked-out. I figured something was wrong with the shock. Not equalizing pressure or something so I sent it back to S4 under warranty. They looked at it and said it's fine. I know it's not fine because there's no way the sag is supposed to be 50% at 170 PSI.
Has anybody had this problem before? Thanks for all your input.

Does the shock fully extend on its own with like100psi in it?
If not, you may have a leak in the piston seal, that has allowed air into the negative chamber.
This will fight against the main (positive) chamber.
