You don't have to paint the whole bike, either. Sometimes it works best to just paint the stays and fork (and, in this case, maybe the top tube as well), then spot fill the rest. This way, you needn't deal with new decals. So, you'll need a can or two of aerosol black and a tin(s) of enamel for filling the main tube chips. Then clear aerosol for it.
And you'll need a crankset, seatpost, and new consumables.
Good looking dia-compe calipers. Never seen those before.

Hugely appreciate the technical advice in this thread, and am taking it all in.
I've now un-swaddled the frame of its Evapo-Rust rags, and must confess I'm feeling a little bit daunted by the challenge ahead. The treatment has had a visible impact (especially at the top of the seat stays), but there is still a ways to go. I've coated everything in wax for now, but this weekend hope to try my hand at some light manual rust removal -- escalating from foil to emery board or fine-grit sandpaper. I have a gallon of Evapo-Rust on standby, for what looks like a now-inevitable second treatment. Problem is, as you'll see from a couple of the photos, there are spots where the rust is bubbling underneath the paint... and I can't address those without stripping those areas of their paint. Yes, do it, because by spending some money, you'll save yourself a lot of time. And by saving time, you get the bike back on the road sooner, yielding more time on the bike.
