If the authorities, who ever they might be, really wanted to enforce the limit they could have an officer on a bike pace you or time you passing two measured points. Other than that it's a subjective estimate. But since 10mph is really slow you could probably say with confidence that someone going 20+ is over that limit.

It seems that some e-bikers are not experienced cyclists. Fast bike + inexperience = trouble.

We, unfortunately, passed the scene of this accident before it was cleared. It was a horrifying sight to see. Each time I pass this section of Bayside, the memory still haunts me.
