Looks like it has potential, but also looks like it could be pretty old junk; 3-speed, is that a Brooks saddle?

24" bike (or possibly 20X1-3/8?") with a cheap, kiddie leather saddle that looks a bit worse for wear. Coasterbrake S/A hub is probably a TCW Tri-Coaster.

Pass, unless you want to make a kid's roadbike out of it.
