I still haven't removed the rack from my mountain bike.

I convert my touring setup to a commuting/errands setup by leaving the front right, and rear left pannier on.

Racks or panniers? Racks are bolted on, and since I use them frequently for commuting, they stay on.

Panniers come off many nights when touring, and they come off every work day and evening to carry clothes and such in and out.

I get more use out of my panniers here in the city than I do when I'm out touring for the simple reason that I spend more time at home than on the road. They're great for grocery shopping and hauling all kinds of stuff.

I do leave an old set of panniers on my "do it all" CX bike. However, my "good" panniers are used only for touring. I believe that UV probably shortens the life of the material considerably. I ride my bike for anything around town year around. It can be in the sun while at the store, gym, post office, library, etc for 2-3 housrs a day. It only takes about three seconds to mount or remove a set of panniers, so time is not an issue.

My wife has a pair of red Ortlieb Packer Plus's that stay on her town bike most of the time. In 7 years of commuting, touring, stores, etc; they have faded quite a bit where the sun hits them. It may only be cosmetic damage, but I'd just as soon my old panniers take the beating.

The fading is especially noticeable on the lid flaps. Yes, those are tomato plants in her trunk bag

I currently have a rack on my mountain bike in anticipation of touring in early summer. I did some trail riding with it on a little earlier and it was not a problem at all. Serious trail riding might cause me to remove it but it's a cool rack and I like the look. I don't use panniers for anything but touring so they stay off until needed.
