Tyre clearance on a Giant Propel
I want to fit 700/25 tyres on my rim brake Propel but see that the inner cable at the rear just clears the existing 700/23 tyres between the calipers......is there a way round this so that the larger tyre will fit?

I have 25's on my 2013 Propel now and have even had 28's on so am a bit confused. Maybe the brakes can be changed to a longer arm.

I pedal in my sleep...
I also run 25s (Conti GPs even) on my 2015. It's close but no problems.

Come again? I'm not understanding the mention of the inner cable - it shouldn't be physically interfering. Do your mean that there's not enough slack in the cable to open the calipers/pads wide enough to clear a larger tire?

I don't have a Propel, but sounds like cable length doesn't allow calipers to open enough to slip inflated 25 through? So deflate first or my older bikes have lever to open them that extra bit. I've also seen where someone has made the open position the normal position so you can,t open further.

They do, but lots of folks still are on narrow older wheels which balloon tires up. I had narrow Giant SLR on mine and couldn’t run bigger tires. Newer HED + width and oh yeah I can now.
Get wider wheels and run true to size tires like gp5000’s. 25 should fit no problem.
28 is probably totally tire and wheel and if you have the newer Fourriers calipers dependent.
I doubt folks on 28 with a rim Propel own the wheelset wide enough that you didnt just toss all the aero to the toilet running a bulbuous 28.
You would need a wide Enve or HED Vanquish to run 28’s in an aero manner.

On the first generation Propel there was actually a recall on the brakes. New design was a bit better, but I can't remember the specifics.

The brakes with two width settings for narrow or wide.
Frame isnt even close, plenty room. 25mm tires fine. 28, no go. Well I did once for gravel mix fun by taping a piece of zip tie in the dropouts.

I run my 2016 Propel with 26s with room to spare, and I've tried a 28mm for fit with no problem.

Certainly knowing the year model of the bike will help. Was this one that had the caliper brakes mounted at the BB instead of on the seat stays? That would be the only one that I can imagine the cable being an issue. And I still have to imagine it.

FWIW, it's worth looking at the cable clamp on the brake. It is possible to run the cable to the bottom of the clamp instead of the top of the c,amps, reducing clearance by a 8-10mm. If I get a chance, I'll post a pic..
