Is this normal? Is it OK?

A couple of weeks ago, I did an upgrade that included putting a Lefty on my Pivot. I noticed today (doing some other general maintenance) that there's a gap (about 1mm) between the lower headset cup and the Lefty clamp. Should the clamp be snug against the headset cup (bottom)?

The fork is solid, with no side to side or front/back movement. It's smooth and the crown race appears to be fully seated in the lower cup.

Is it OK to have this gap? Do I need a spacer? Do I need to figure a way force it farther up into the headtube - though I'm not sure it's physically possible.

It should not be there, but something inside may be preventing its movement. Use a headset press and see if the gap can be removed; if it cannot be removed with reasonable pressure on a press, and everyting else is tight, quit worrying about it.

i'm not really familiar with the "lefty", but if the clamp is attached to the steerer tube and the lower headset cup is attached to the head tube and one is supposed to rotate and the other is not, i don't think i would want them touching...

It looks like the blue is the lower crown race that is pressed into the fork. The frame has an intergrated headset so there shouldn't be a lower cup. If I'm correct the race is not fully pressed down all the way. Remove the fork and get the race pressed down.

No, the blue part is pressed into the frame. It's a King Inset, so whatever the lower piece is called for the integrated HS lower. The silver you see in the gap is the race pressed onto the adapter tube and it's all the way down against the Lefty ring the clamp grabs onto. That piece is pressed onto the adapter, too.
