Unusual bike lane configuration
Not quite sure how this should be navigated. I reckon I need to practice my bunny hops.

This demonstrates that we have a long way to go before eBikes can begin supporting lane-following AI.

Cycle Year Round
It perfectly expresses motorist sentiments of "GET THE HELL OFF OUR ROADS!"

Either way, that change of elevation right at the white line edge isn't all that great of an idea either.

Fake news? Never!
Investigation led to me discovering that this picture was posted to a Hungarian site in 2012 showing the lane before it was completed. The intent was to redirect the rather narrow bike lane from the road to the narrow sidewalk to cross a bridge in Budapest.
Here is the google street view now

Well, like everywhere else there is little coordination between trades in public works projects (especially), or any other construction project for that matter. Wastes of time and effort are unfortunately built into our economy. If every thing was done with efficiency within budget, we'd make a significant portion of the workforce redundant.

I believe Wile E. Coyote painted that bike lane to injure the Road Runner.

First, they completely repaved the entire street;
Then two weeks later, they dug a huge trench right down the middle of the freshly-paved street to do utility work.

At least around here, the road engineers put a lot of effort into making a mess of things.
Two bike paths come to a "T". Just no way to get from one to another without riding on the sidewalk for a block south, or a few blocks north.

EWEB path to Rosa Parks path, Springfield, OR
Rosa Parks path to EWEB path, Springfield, OR
A deliberate effort was done to block the connection including the guard rail, on one side, a segment of fence on the other side, along with prickly hedge.
It is a 2 lane road, but already has several stop lights, as well as a yellow blinking light several blocks north of the path intersection.
And, traffic tends to pulse, so one should be able to get across with as simple crosswalk if one is careful (or the city could time crossing lights to coincide with the other stoplights).

So in other words, this condition no longer exists and was never really meant to be used. In light of the wording of the OP, fake news indeed.

It seems that your definition of fake encompasses changes in condition, so when things are altered, the former condition must be fake because it no longer exists in reality. Unusual take on the world, friend. The intent of the planners has nothing to do with reality because, since the faulty configuration did exist, it could have been and probably was used, albeit with a bit of difficulty.
