Repairing a Vittoria Olimpionico tubular?

Hello. I put a pair of unused Vittoria Olimpionicos on a TI Raleigh but one of the tubes has cracked near the valve stem (not used on the road). Is there anyway to repair this apart from replacing the tube?
If not, who would repair it in the UK and at what cost approx?
