Looks like some significant nations took a miss, notably the Netherlands and France. Also looks like GB only sent endurance riders.

The Germans, especially Emma Hinze, marked the other notable absence. However, the only participating German rider -- Max Levy -- and the coach Michael Huebner were in the mood for double gold while all the Dutch rivals absented. And they did so. Levy reached 9.97, 9.96 and 9.96 in match sprint quarterfinal, semifinal and final, respectively; and 9.97 in keirin final.
